Minahan graduated from the Oshkosh Normal School, Rush Medical College and the University of Michigan Law School.
He moved with his family to Calumet County, Wisconsin in 1860. He later practiced both medicine and law in Kewaunee, Wisconsin before moving to Green Bay in 1898. They had one son. Minahan died at his home in Green Bay in 1935.
Minahan"s brother, Victor, was editor of the Green Bay Press-Gazette and the Appleton Post-Crescent.
Another brother, John, was honored by Saint Norbert College when it named its football team"s stadium after him. Minahan married Nellie Mulcahy.
Minahan was mayor from 1904 to 1907.
