Born near Coldwater, Mississippi, Lee attended the public schools and the Fort Worth (Texas) High School.
He moved with his father to Fort Worth, Texas, in 1886, and to Caddo, Texas, in 1891. He engaged in the general merchandise business. He moved to Cisco, Texas, in 1913 and engaged in ranching, agricultural pursuits, and banking.
He served as president of the West Texas Chamber of Commerce in 1926 and 1927.
Lee was elected as a Democrat to the Seventy-first Congress and served from March 4, 1929, until his death in Washington, District of Columbia, April 18, 1930. He was interred in Oakwood Cemetery, Cisco, Texas.
