Gibson was first elected in a by-election resulting from the death of the long-serving Liberal-Labour Master in Public Policy, Albert Wren. Despite the popularity, in northwest Ontario, for the Liberal-Labour brand, Gibson ran as a Liberal in the by-election. As a means of marginalizing the NDP candidate, in the 1963 general election, Gibson ran as a Liberal-Labour candidate and defeated the Personal Computer candidate, Leo Bernier, by 840 votes.
He served as an Opposition back-bencher facing majority Personal Computer governments under Premier John Robarts.
During his first term, Gibson sat on at least eight Standing Committees of the Legislative Assembly, simultaneously, and on four during his second term. Gibson died on March 26, 1966 of a pancreas infection, and Leo Bernier was elected in the by-election that followed.
