He went into private practice in Dallas, Texas 1939-1940 and Lincoln, Nebraska 1940-1944. Later, he served as Assistant United States. attorney, District of Alaska, 1944–1946 and United States. Attorney for the District of Alaska, 1946-1949. Plummer then returned to private practice in Anchorage, Alaska, 1949–1961
Plummer was nominated by John F. Kennedy on August 28, 1961, to a new seat as a Judge of the United States District Court for the District of Alaska.
He was confirmed by the United States Senate on September 8, 1961, and received his commission on September 18, 1961.
Plummer served as chief judge, 1966-1973. He assumed senior status on June 1, 1973.
Service terminated on December 26, 1987, due to death.
