Cohen completed his undergraduate degree at McGill University in 1967. He earned his master"s degree in 1972 and Doctor of Philosophy in 1981, both at the Hebrew University of Jerusalem.

He specializes in the history of Jews in Western and Central Europe in the modern period, in particular the Jews of France, art history, Jewish historiography, and The Holocaust. He was on the international editorial board of the Encyclopaedia of the Holocaust, published in 1990 in tandem Hebrewand English-language editions by Yad Vashem. Cohen"s 1998 work, Jewish Icons: Art and society in Modern Europe, was the outcome of a 15-year collaboration with his fellow Hebrew University historian ), the late Ezra Mendelsohn, to encourage research on visual culture and modern Jewish society.
