He graduated magna cum laude from Saint Francis Xavier College. He graduated from Fordham Law School in 1921, was admitted to the bar in 1922, and practiced in Brooklyn.
In 1906, the family removed to Brooklyn. During World War I he served in the United States. Army. Ruvolo was elected as an alderman of New York City in November 1934, to fill the vacancy caused by the death of James J. Morris.
He was re-elected in 1935, and remained on the Board of Aldermen until 1937.
He resigned his seat on September 30, 1939, to run for the Municipal Court. He was a Justice of the New York City Municipal Court (7th Doctorate) from 1940 until his death in 1943.
He died on January 27, 1943, in Lutheran Hospital in Brooklyn, of heart disease. And was buried at Saint John Cemetery in Middle Village, Queens.
He was a member of the New York State Assembly (Kings Company, 22nd Doctorate) in 1938. And a member of the New York State Senate (9th Doctorate) in 1939.
