Cosgrove received a Bachelor of Science degree at West Virginia Wesleyan College in 1943.
In the early stage of her career, Rachel worked as a medical technologist at various hospitals.
Her first book, The Hidden Valley of Oz, was published in 1951. Her second book, The Wicked Witch of Oz was published only in 1993 due to the fact that the Oz books were not selling. Cosgrove intended her books exclusively for the children's readership.
The main part of Cosgrove’s artistic heritage is made up of romance novels set on historical background, one of which was published under the pseudonym Joan Kay. She owned a number of science fiction and fantasy works published under the pseudonym E.L. Arch and her own name. Rachel Cosgrove also wrote Gothic novels such as Black Swan.
