He was a recipient of the Guggenheim Fellowship in 1925, the first year they were given. Hughes was born May 24, 1893 in Philadelphia. He received a bachelor"s degree from Boston University in 1915, a master"s degree from Edinburgh University in 1918 and a Doctor of Philosophy from Harvard University in 1921.
Starting in 1922 he was a professor at the University of California, Berkeley.
In 1929 Hughes had published a volume entitled Virgil and Spenser. Amongst other works, Hughes edited a compilation of the complete works of John Milton.
