Cey attended the University of Notre Dame where he played four seasons (2001 – 2005) of National Collegiate Athletic Association hockey in the Central Collegiate Hockey Association (CCHA) with the Notre Dame Fighting Irish.

Cey played junior hockey with the Flin Flon Bombers of the Saskatchewan Junior Hockey League (SJHL). He was named the SJHL most valuable player of the 2000-2001 season after recording 35 wins in 53 games played with a 2.62 goals-against average and a.916 save percentage. In his freshman season he was selected as Notre Dame"s rookie of the year.
On August 26, 2005, Cey was signed to a multi-year contract by the Tampa Bay Lightning of the National Hockey League.
He went on to play four seasons of professional hockey, predominantly in the ECHL where he played 121 games with the Johnstown Chiefs and Mississippi Sea Wolves. Cey also played three games in the American Hockey League with the Springfield Falcons and Norfolk Admirals.
Cey retired following the 2008-2009 season spent with the Colorado Eagles of the Central Hockey League.
