Schwartz was a federal judge on the United States District Court for the District of Delaware. Schwartz was nominated by President Richard Nixon on March 21, 1974, to a seat vacated by Caleb Merrill Wright.
He was confirmed by the United States Senate on April 5, 1974, and received his commission on April 17, 1974.
He served as chief judge from 1985-1989. He assumed senior status on July 24, 1989. He died in Wilmington in 2013.
