Minister Sharipov fired ten heads of southern district police departments on 4 March 2001 after Tajik-Afghan border police failed to stop cross-border drug trafficking. Islamic terrorists set off a car bomb outside of the Emergencies Ministry killing two people on 31 December 2005. Sharipov said, "We do not have any theories.
We don"t know what caused the blast."
Sharipov announced on 17 July that the government had arrested ten more IMU members in Khujand, three of whom are citizens of Uzbekistan, on 14–15 July.
He said, "As far as we know the movement members who are being detained in Tajikistan are trained in Afghanistan and sent to Uzbekistan where they cross the border to Tajiksitan, often illegally. The detained Uzbek nationals are wanted in their country for attempting or committing terrorist acts.".
