Warren was born in Pocatello, Idaho he is the third child of Claude and Elizabeth Warren.

Warren attended a two-room schoolhouse in the ghost town of Goodsprings, Nevada, and attended Basic High School in Henderson, Nevada. He was a British American Foundation Scholar at Cranleigh School, Surrey, United Kingdom, in 1980 – 81, and did his undergraduate work in history at Columbia University in New York, where he graduated in 1985.
He became a teacher at Peterhouse School in Zimbabwe from 1985 until 1987.
In 1988, he began graduate study at, where he received his Doctor of Philosophy in history in 1993.
In addition to teaching at University of California Davis, Warren has written or edited several books on United States Western and Environmental History. He is the co-editor of Boom: A Journal of California. Geoffrey C. Ward (December 11, 2005).
