After attending school at the École des ponts et chaussées and polytechnique (Where he graduated in 1794), he served as chamberlain to Napoleon I of France, then prefect of the Meuse in 1813 then of Haute-Garonne in 1814.

Il prévit qu'on aurait la pensée de le faire arrêter, et jugeant avec raison qu'un coup d'État de cette importance ne pourrait s'exécuter sans le concours du lieutenant général du royaume, il s'assura de l'abbé de La Rivière a qui le faible Gaston ne savait cacher aucun secret. En ce moment La Rivière pressait à Rome sa nomination au cardinalat, et croyait n'avoir plus à redouter que les prétentions rivales du prince de Conti. M. le prince lui promit de le débarrasser de cette concurrence, et lui demanda en retour de s'engager par serment à l'avertir des projets contraires à sa sûreté, qui pourraient être communiqués au duc d'Orléans. Par politique ou par fidélité, La Rivière ne voulut prendre cet engagement qu'avec l'autorisation de son maître. Celui-ci intervint dans ce singulier accord, et dispensa solennellement son favori de l'obligation de garder aucun de ses secrets envers le prince de Condé. L'abbé de La Rivière fit alors le serment demandé, et M. le prince, certain d'être informé par cette voie de tout ce qui se passerait au Luxembo...

He was elected to the chambre des députés in 1815, reelected by the Gard département in 1818, 1822 and 1827, but beaten in the elections of 1829. He was then made French ambassador to Rome, Vienna (December 1832 – September 1841) and to London (1841).
