Born in Franklin, Tasmania, he moved to Queensland as a child. Educated at Brisbane Grammar School and at Stanford University in the United States, he returned to Australia as a teacher and eventually a school principal at Charters Towers State High School. In 1917, Bayley was elected to the Australian House of Representatives as the Nationalist member for Oxley and held the seat until his defeat in 1931.
In 1933, he was elected to the Legislative Assembly of Queensland as the member for Wynnum, representing the Country and Progressive National Party but was defeated 1935.
Bayley was the brother of Irene Longman, the first woman to stand and be elected to Queensland Parliament. Bayley died in 1968 in Brisbane.
