Waddill was born in Springfield, Missouri where he attended private schools and Springfield College.
He enlisted as a Private in the Union Army during the American Civil War and resigned in 1863 as a First Lieutenant. He was admitted to the bar in 1864 and was prosecuting attorney for Greene County, Missouri in 1874–1876. After serving one congressional term, he resumed the law practice and engaged in a mining operation near Joplin, Missouri.
He died in Deming, New Mexico and is buried in Mountain View Cemetery.
