During the American Civil War, Kellogg served in the 6th Wisconsin Volunteer Infantry Regiment. After the war, Kellogg was a pension agent in Louisiana Crosse, Wisconsin and then moved to Wausau, Wisconsin, where he served in the Wisconsin State Senate.
