He was the son of Timothy E. Cohalan and Ellen (O"Leary) Cohalan.

He graduated from Wallkill Academy in 1889, and from Manhattan College in 1893.
The family removed to Middletown in the Sumer of 1873. And to the Bronx in September 1889. Then he studied law, was admitted to the bar in 1895, and practiced in New York City.
He died in 1950, and was buried at the Old Saint Raymond"s Cemetery in the Bronx.
Cohalan was a member of the New York State Assembly (New York Company, 35th Doctorate) in 1906. Amember of the New York State Senate (22nd Doctorate) in 1907 and 1908. And Surrogate of New York County from 1909 to 1922.
