He then moved to Delton, Wisconsin, in 1851, where he practiced law and was in several businesses. He was President of the Bank of Kilbourn in Kilbourn City, Wisconsin (now Wisconsin Dells, Wisconsin). He was a Republican. He died in Kilbourn City, Wisconsin.
Bowman was a member of the Assembly in 1862 and again in 1874 and was a member of the Senate from the 25th district from 1863 to 1866.
