Berliner"s first post at Hofstra University in 1970 was as an assistant professor of economics, subsequent to completing his Doctor of Philosophy in economics at City University of New York Graduate School.

He was appointed provost of Hofstra University in 1990. He was awarded tenure in 1975, promoted to associate professor in 1978 and to professor in 1985. Berliner has held a number of administrative positions, including:

Berliner"s areas of specialty include the economics of higher education.
As of 2009, he is a Teachers Insurance and Annuity Association, USA/CREF Fellow, and he has served as an associate editor of The American Economist.
Doctor Berliner also serves as President of the North Shore Board of Education. In addition,he is known for his large collection of over 300 dreidels that have been displayed in museum exhibitions.
