Although Ototake was born without arms and legs, his parents always wanted him to have a normal life, it means no special treatment for him. His parents also refused to let Otto attend a special school, they preferred to let Otto attend a normal primary school. On March 25, 2000, Hirotada graduated from Waseda University in Tokyo, Japan.
After publishing his autobiography, titled No One's Perfect, Ototake became a successful sports journalist. In 2007, he took a job as a primary school teacher at Suginami Dai-Yon Elementary School in Tokyo. His experience as an elementary school teacher led to his first film role in 2013 - he played himself in the movie "Daijoubu 3 Kumi" ("Nobody's Perfect"). It also gave him a direct experience of the kinds of resistance, that reformers can face in any field. The same year, he stopped teaching at school and found a new medium for expression, that allowed him the freedom he never had before.
Ototake was appointed to the Tokyo City Education Council on March 8, 2013, but resigned on December 31, 2015. In 2017, Ototake visited 37 countries in a wheelchair, after which he published a book about this experience. In 2019, he took part in a project of developing "robotic" electric legs, that would allow him and other disabled people to walk.

2013Initially, the Liberal Democratic Party of Japan recruited Ototake to run in the upper house elections in summer 2016. In March 2016, however, the tabloid magazine Shukan Shincho announced that Ototake had affairs with five women since the birth of his eldest son in 2008. The Party decided to withdraw his candidacy although Ototake acknowledged and publicly apologized.
Otto says in his book No One's Perfect, that like many countries, Japan is a country that has historically misunderstood the value of disabled people. Disabled people must endure being ignored. Now Otto appears and breaks the barriers of that prejudice. He said in his book that he is not pitiful and he enjoys his life although his body is not perfect.

Otto is a smart person, he never looks sad or shy with his condition. He is a daring, alive and optimistic person. His disability did not make him surrender with his life but accept his circumstance off hand. Even without arms and legs he always forces himself to do what normal people can do, like playing basketball and American football, joining 50 meters run race and climbing up Mount Kobo with his friends. His limitation never stops him from studying. He studied hard to get into Waseda University, even despite the fact, that it meant he must push himself to write with a pen that he held between his cheek and the stump of his left arm.
Physical Characteristics: Hirotada was born with Tetra-Amelia syndrome, a congenital condition, that left him with almost no arms and legs.

Ototake married in March 2001, but on September 14, 2016, he divorced his wife. Ototake has two sons and a daughter.
