Evans was born in Merthyr Tydfil, son of the prominent musician Harry Evans.

He grew up in Dowlais when his family moved to Liverpool he was educated at Liverpool College. He studied at the Guildhall School of Music, but decided on a career in medicine, and studied at the London Hospital medical school from 1921 to 1928. He continued his career at the London Hospital, and became physician to Queen Mary in 1946.
In 1957 he was created Baron Evans, of Merthyr Tydfil in the County of Glamorgan.
Lord Evans was married, with two daughters. He died in October 1963, aged 60, when the barony became extinct.
