Born in Provo, Utah Territory, Cummings attended the University of Utah and taught at a school in Millcreek, Utah and at Brigham Young College in Logan, Utah.

He translated some sections of the Doctrine and Covenants into Spanish and in 1887 succeeded Helaman Pratt as the president of the Mexican Mission of the church. He served in this position until 1920, when he was succeeded by apostle David O. McKay. Cummings died in Salt Lake City, Utah.
