Background
Msekela grew up in a village in Ijanija ward, now in Nzega District of Tabora Region, and attended the Ntazengwa Primary School.

In the city he attended Tanga Secondary School, graduating in 1977, and went on to Dar es Salaam Technical College where he received his diploma in 1981.
He is currently Tanzania"s ambassador to Italy, having been appointed by President Jakaya Mrisho Kikwete and sworn in on 5 January 2012. He joined the CCM as a youth member in 1980, and became a full member in 1982. After graduation he was employed at the University of Dar es Salaam as a technician.
Beginning in 1982 he had a second job at the Cashewnut Authority of Tanzania.
Two years after graduation he received a scholarship to Leningard State Technical University in the United States.S.R. In 1990 he received his master"s of science in Engineering from there. Upon his return from Russia, he was hired as a lecturer at the University of Dar es Salaam.
Three years after his first master"s he returned to school at the Royal Institute of Technology in Stockholm, Sweden where he received a second master"s degree in 1995, this was concurrent with his work on his doctorate at the University of Dar es Salaam, where he received his Doctor of Philosophy in Engineering in 1997. While in Sweden he worked as an engineer for the Stockholm Electricity Authority.
And upon his return to Tanzania he obtained a job as a Housing Registar for the Housing Authority, in addition to his Doctor of Philosophy work and lecturing.
He was elected to the Tanzanian Parliament in 2005 from the North Tabora Constituency (Tabora Kaskazini) of Tabora Urban District. In 2006 in addition to his Member of Parliament duites he was appointed as Regional Commissioner for Mwanza Region. Which job he held until he was appointed as the Regional Commissioner for the Dodoma Region in 2009.
Msekela did not run again for parliament in the 2010 elections.
From Dodoma he went on to become the Ambassador to Italy in January 2012.
A long time CCM party member, Msekela entered politics in 2000, taking on duties for the party.
