He was the son of Dublin trade union leader, James Larkin.

He was first elected to Dáil Éireann as a Labour Party Teachta Dála (Territorial Decoration) for the Dublin North–East constituency at the 1954 general election and was re-elected at the 1957 general election. He lost his seat at the 1961 general election but was re-elected at the 1965 general election. He did not contest the 1969 general election.
He served as Lord Mayor of Dublin from 1955 to 1956.
