Earl graduated from the University of Washington in 1923 with a degree in electrical engineering. After working on a passenger ship, he worked in Pennsylvania with West Penn Power Company and in Illinois with Suburban Newspapers. He died in Scottsdale, Arizona.
He served in the Illinois House of Representatives, as a Republican, from 1965 to 1967.
He was elected as an at-large representative due to problems with reapportionment. He ran for County Clerk of Cook County, Illinois and lost in 1966.
