She has been a Councillor with Bradford Metropolitan Borough Council since 1986 and was the Chairman of the Local Government Association until June 2011. She still relies very heavily on the LGA to provide her work in the House of Lords, the LGA often writes speeches for her. She worked as a schoolteacher.
