Background
Lisburne was the son of John Vaughan, 3rd Earl of Lisburne, whom he succeeded on 18 May 1831, by his spouse the Honorary Lucy (d 1821), fifth daughter of William, 2nd Viscount Courtenay.

As this was an Irish peerage after 1801 it did no longer entitled him to a seat in the House of Lords unless elected as a Representative Peer. He was instead elected to the House of Commons as the Member of Parliament for Cardiganshire in 1854, a seat he held until 1859. He served as High Sheriff of Cardiganshire in 1851.
The Earl of Lisburne married firstly, on 27 August 1835, Mary (d 1851), second daughter of Sir Laurence Palk, Baronet, by his spouse Lady Elizabeth Vaughan.
Lady Lisburne, the child, is said, to have been a Maid of Honour to Queen Adelaide at Kew on 11 July 1818.
