Educated at Royal College Colombo and at the Sri Lanka Law College, Musthapha was a practicing lawyer before he entered politics when he was elected to parliament form Kandy in 2004. He served as Deputy Minister of Technology and Research and thereafter Deputy Minister Investment Promotion until he crossed over to the opposition in December 2014 backing Maithripala Sirisena at the 2015 presidential election. Musthapha resigned from this ministerial post just after a month after taking office claiming personal reasons.
He announced his countued support for the Sirisena and Wickramasinghe government despite his resignation.
He is the State Minister of Aviation and a member of the Parliament of Sri Lanka.
