Born in Saint Ives, Cornwall, Fleur was affectionately called "flower" or "Fleurpops" when she was a child. She attended Saint Ives High School (now known as Street Ives Comprehensive School) and went on to study at Camborne College.

Her first theatrical training came from the Mountview Theatre School, Crouch Hill, Crouch End, London. Bennett debuted in the Are You Being Served? spin-off Grace & Favour (1992–1993). She played the part of Mavis Moulterd, for which she is most likely best-known.
After the show ended, she made guest appearances on Nelson"s Column (1994) and Cracker (1995).
In 1997, she played Laura Forester in the mini-series Rag Nymph. Between 1997 and 1999 she played Belinda Rhodes in the television-series Family Affairs, making a guest appearance in Heartbeat (1998).
Her television career in recent years has consisted mainly of guest appearances in Midsomer Murders (2001), Casualty (2002) and Down to Earth (2005).
