Born in Lansdowne, Pennsylvania, Mr. Wagner received his Bachelor of Arts from Cornell University in 1967 (English) and his Juris Doctor from the Dickinson School of Law in 1970. After practicing law in Pottstown, Pennsylvania, he was a legal editor with the Lawyers Company-operative Publishing Company in Rochester, New York, and later with the Research Institute of America in Washington, District of Columbia, editing publications on federal law.
