He engaged in agricultural pursuits and the raising of livestock. He studied law. He was admitted to the bar in 1891 and commenced practice in Custer County, Nebraska. He moved to Fort Collins, Colorado, in 1906 and resumed agricultural pursuits.
Cummings was elected as a Democrat to the Seventy-third and to the three succeeding Congresses (March 4, 1933 - January 3, 1941).
He was an unsuccessful candidate for reelection in 1940 to the Seventy-seventh Congress. He resumed his former pursuits.
He died in Fort Collins, Colorado, November 10, 1952. He was interred in Grandview Cemetery, Fort Collins.
He served as member of the city council of Fort Collins 1909-1913.
