Career
Born in Melbourne, he was a builder and Malvern City Councillor before entering federal politics. In 1919, he contested the Australian House of Representatives seat of Henty as an independent Nationalist and defeated the sitting Nationalist Member of Parliament, James Boyd, on Labor preferences. Francis retired in 1925, although he contested unsuccessfully the Balaclava by-election in 1929 as an independent Nationalist, and died in 1949.
