He was elected as a Teachta Dála (Territorial Decoration) for the Dublin North constituency at the 2011 general election. He was an unsuccessful candidate at the 2007 general election for Dublin North. He is a younger brother of Seán Ryan, a former Teachta Dála (Territorial Decoration) for Dublin North.
His campaign literature claims he "sought the party nomination to take a more pro-active approach".
He was educated at Dublin Institute of Technology, University College Dublin and Dublin City University, receiving a degree in chemistry and master"s degrees in food science and business administration. He has worked as an operations manager.
He is the Labour Party spokesperson on Enterprise, Trade, Employment, Transport and Education.
He was a member of Seanad Éireann from 2007 to 2011 on the Administrative Panel. An active member of the Labour Party since 1978 however had never held any elected office or public role before his election to the Seanad.
