He attended Marquette University, Marquette University Law School and the University of Notre Dame.
At Marquette, he also played on the varsity football team During World World War II, he served as a combat platoon leader with the 5th Marine Division. Voss would marry Betty Kivian, with whom he had four children.
She died in 1978.
Voss chaired the local affiliations of the American Red Cross and March of Dimes and was active in the American Legion, Veterans of Foreign Wars, Disabled American Veterans and the Legion of Valor of the United States of America, Incorporated. Voss died on August 10, 1998. Voss was a Judge of the Court of Appeals from 1978 to 1983, serving as a Presiding Judge for his entire tenure.
Previously, he was a Wisconsin Circuit Court Judge in Waukesha County, Wisconsin.
