O'Donnell began his career as a full professor of business organization and policy at the University of California, Los Angeles, in 1948, remaining in that position until his retirement in 1968. He was a frequent consultant to domestic and foreign governments, and to various agencies and private firms, and he was a director of Everest & Jennings, International.
O’Donnell’s first book was Recent Trends in the Demand for American Cotton (1945). He wrote or edited at least nine volumes on business management and related topics, including Principles of Management: An Analysis of Managerial Functions (with Harold D. Koontz), Readings in Management (with Koontz), The Management of Scientists: A Study of the Management Influence on the Productivity of Scientists, and Essentials of Management (with Koontz). He contributed numerous articles to various journals in the field.
