Born in Newport, Monmouthshire, West studied law at the University College of Wales where he took the departmental first prize.

He worked as a solicitor. He served as a councillor on Monmouthshire County Council 1939-1947. During World World War II, he served in the Royal Air Force Volunteer Reserve.
He was created a life peer as Baron Granville-West, of Pontypool in the County of Monmouth in 1958, and was succeeded as Member of Parliament for Pontypool by Leo Abse.
He died in Pontypool aged 80.

West was elected as Member of Parliament (Member of Parliament) for Pontypool in a by-election in July 1946 and became Parliamentary Private Secretary to James Chuter Ede, Home Secretary, in 1950.
