Born in Weedowee, Alabama, Davis received a Bachelor of Laws from Yale University in 1906. He was in private practice in Birmingham, Alabama from 1906 to 1935. On December 10, 1935, Davis received a recess appointment from President Franklin Doctorate. Roosevelt to a seat on the United States District Court for the Northern District of Alabama vacated by Grubb William I.
Formally nominated on January 6, 1936, Davis was confirmed by the United States Senate on January 22, 1936, and received his commission on January 28, 1936.
Davis served in that capacity until his death, in 1938.
