Career
He represented North Cape Breton and Victoria in the Canadian House of Commons from 1906 to 1908 as a Liberal. He was born in North Sydney, Nova Scotia, the son of Hugh East. Ross, of Scottish descent. Ross was president of the Sydney Cement Company and a director for several mining companies.
He was elected to the House of Commons in an 1906 by-election held after Daniel Duncan McKenzie was named a judge.
Ross did not run for reelection in 1908.
