Career
He refereed his first match in the Romanian First Division on 15 May 1999, when he officiated a match between Universitatea Craiova and Universitatea Cluj. He has been a Fédération internationale de football association-listed referee since 2001, and refereed his first Union of European Football Associations Champions League qualifying match on 31 July 2002. At international level, Tudor has officiated at the 2001 Fédération internationale de football association U-17 World Championship, qualifying matches for Euro 2004, Euro 2008, and Euro 2012, and the 2006, 2010, and 2014 World Cup qualifiers.
Tudor was heavily discussed by both Cypriot and Romanian sports media following a 28/08/2014 Europa League qualifying game he was in charge of between Omonoia Air Corps and Dinamo Moscow at Generalized System of Preferences Stadium, Cyprus.
His disallowance of two goals for the home side and acknowledgement of a late goal for Dinamo during injury time was the reason he had to be accompanied by police force at the end of the game. On 29/08/2014 Omonoia Air Corps filed charges against the 42-year-old through Union of European Football Associations.
