Career
Born in Schuyler Falls, New York, he settled in Portage, Wisconsin in 1855. He was co-editor of the "Portage City Record" which merged with the "Portage Wisconsin State Register." Turner served in the Wisconsin State Assembly as a Republican 1863-1864, 1866, 1869 and served as the chief clerk of the Wisconsin State Senate 1876-1878. He also served as mayor of Portage, Wisconsin and was Wisconsin Railroad Commissioner 1878-1882.
He wrote pamphlets and articles about the history of Portage, Wisconsin and the Republican Party.
Turner died in Portage, Wisconsin.
