Phillips began working with Senator Charles Grassley and Congressman Howard Berman as the Congress developed amendments to strengthen and modernize the Acting, which was first passed to fight Civil War profiteers.
The effort to amend the Acting was successful and in October 1986, the new amendments were signed into law by President Reagan.
