Norman studied at Hofstra University. In 1971 he became a Bachelor of Arts. In 1975 he received a degree of the Juris Doctor.
Norman was an Adjunct Professor of Criminal Law and Justice of the Florida Atlantic University in Boca Raton, Florida, United States from 1976 to1979. In a year he became a founder and director of Daybreak Youth Runaway Services. In 1984 he was a President of the Broward County Criminal Defense Attorney's Association. In four years he worked as an editor-in-chief of the Broward County Bar Association Barrister.
Since 1993 Norman was a magistrate of the seventeenth judicial circuit of Broward County Courts. From 1989 to 2007 he was a morning radio rive talk show host of WFTL, 1400 AM.
His works areas are appeals, media law, first amendment law, alcoholic beverages law, liquor licensing law, beverage control law. He is a publisher of the South Florida Gay News and SFGN's Mirror Magazine.
