Uko Shioi was born in 1869 in Toyooka, Hyogo Prefecture.
Uko Shioi graduated from Japanese Literature Department, Tokyo University (1896).
Uko Shioi taught at the Nihon Women's College and the Nara Women's Higher Normal School.
He translated Scott's "Lady of the Lake" (1894) in 5-7-5 syllable style of waka poem, which was favorably received. Also published Hanamomiji (Autumn-Tinted Flowers) and Anko Soei (Floating Scent in the Air and Sparse Branches of the Trees). In the history of waka, he also is the author of Kageki Kagawa (Edo period scholar and poet), and annotated Shin an old waka anthology.
