Background
Orkhan Mammadov was born in Baku on July 1, 1984. His early education was completed at school-lyceum No. 6, which is named after Tofig Ismayilov, in Baku. He enrolled in the faculty of International Relations and International Law at Baku State University in 2001 and graduated from the university in 2005. He then pursued a degree in International Business and Finance at Regent's University London in Great Britain, where he graduated in 2007. He went on to pursue a Master's degree in Business Administration at Odlar Yurdu University, and between 2010 and 2012, he studied Finance and Credit at Azerbaijan State University of Economics.

Career
Orkhan Mammadov started his career in 2006 at the Ministry of Energy of the Republic of Azerbaijan, then continued his work at the Ministry of Economy of the Republic of Azerbaijan.
During his time at the Ministry of Economy, he represented Azerbaijan in approximately 100 meetings of intergovernmental commissions with various countries and played an integral role in organizing several significant international events.
In February 2018, he was appointed as the Chairman of the Board of the Small and Medium Business Development Agency of the Republic of Azerbaijan. During his tenure, the agency joined the International Council for Small Business (ICSB), the World Association of PPP Units & Professionals (WAPPP), and the International Network for Small and Medium Enterprises (INSME). Additionally, he established the Ukrainian-Azerbaijani Business Council and implemented various measures to share Azerbaijan's experience in the field of SMEs and expand relations with foreign countries.
Orkhan Mammadov has also held the position of Honorary President of the Azerbaijan Minifootball Federation since 2017 and currently serves as Chairman of the Supervisory Board of "Zira FK" Professional Football Club, a position he assumed in 2022.
During his tenure as the honorary president of the Azerbaijan Minifootball Federation, the Azerbaijan minifootball national team became the European champion in the competition held in Slovakia in 2022.
