Nikolai was born on January 5, 1939 in Yarki village, Novokhopersky District, Russian Federation.
He graduated from the land use faculty of the Voronezh Agricultural Institute in 1963.
In 1974-1990 He was Deputy Head, Head of the Main Administration for Land Use, Land Use and Soil Protection, Chief State Inspector of the Ministry of Agriculture and the State Agricultural Committee of the RSFSR. He was the first deputy head of the Federal Land Cadastre Service of the Russian Federation from 2000.
Nikolai Vasilyevich is an author of over 100 works, including books: “Land Matters and Land Management in Russia” (Moscow, 1995; co-authors are: A.Z. Rodin, V.V. Alakhov), “Russian Model of Land Use and Land Management” (Moscow, 2004) other.
