Sondhaus’s study, the first scholarly treatment of the formation of Austria's sea power in any language, traces the stages of the navy's development through nine chapters. Instead of dealing with the topic from only one perspective, Sondhaus examines the political history of the development of Habsburg sea power. The study as a whole takes into account the effects of the broader issues of the era, such as Austria's perennial financial difficulties, technological and industrial backwardness, and the growing nationality problem.

This study offers a significant new interpretation of the emergence of Germany as a world power. While other histories have focused on the era of Tirpitz and William II - accepting Adm. Alfred Tirpitz's own contention that little of importance happened before he came into office - this book considers the evolution of German sea power within the broader context of German history in the nineteenth century. A comprehensive operational history, an institutional history, and a political history, the book chronicles the fluctuating fortunes of Germany's navy. It covers its involvement in the German-Danish wars of 1848-1849, Otto von Bismarck's wars for German unification in 1864, 1866, and 1870, the claiming of the German colonial empire in Africa and the Pacific after 1884, and various instances of gunboat diplomacy.

This detailed study charts the uneven growth of the Austrian navy from its high point following Archduke Ferdinand Max's administration and the War of 1866 to its ultimate dissolution after World War 1. In following this development, Lawrence Sondhaus not only relates the operational aspects of the Habsburg navy but also traces the growth of popular navalism in Austria-Hungary, the role of naval expansion in stimulating industrial development, and the peculiar difficulties of navy commanders in dealing with the Habsburg nationality problem and the cumbersome politics of Austro-Hungarian dualism.
