Li Keqian was born on July 1, 1955 in Hefei, China. He is the son of Li Fengsan and Cao Lijun.
Li Keqiang studied at Hefei No. 8 High School from 1972 to 1974. After graduation, he was sent for rural labour in Fengyang County, Anhui. In 1978, Li enrolled at Peking University in Beijing, where he received a Bachelor of Laws degree in 1982 and a Doctor of Philosophy degree in Economics in 1995.
Li Keqiang started his career as the Secretary of the Communist Youth League of China in 1982. He has worked closely with former Party General Secretary, Hu Jintao. In 1993, Li became the First Secretary of the Communist Youth League of China. He held this post until 1998, when he became the Deputy Secretary of the Henan Provincial Committee of the Communist Party of China. He held this post until 2002. Li also served as the Acting Governor of Henan Province from 1998 to 1999 and as the Governor of Henan Province from 1999 to 2002. He helped to transform the poor inland region into an attractive area for investment.
Li Keqiang served as the Secretary of the Henan Provincial Committee of the Communist Party of China from 2002 to 2004 and as the Secretary of the Liaoning Provincial Committee of the Communist Party of China from 2004 to 2007. There, he developed a project, known as "Five-points to one Line". The aim of this project was to link ports into a comprehensive network to improve trade flow. In 2007, Li was made a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee. One year later, he became the Vice Premier of the People's Republic of China and also became the head of central commissions, overseeing the Three Gorges Dam and the South-North Water Transfer Project. Li was the principal lieutenant to Premier Wen Jiabao in the broad portfolios of climate change, energy, information technology and northeastern China revitalization.
Li Keqiang officially assumed the office of the Prime Minister of China during a meeting of The National People's Congress in March 2013 in Beijing, completing his formal transition to power. He focused on China to move towards a consumption based economy instead of relying on export-led growth. On March 18, 2018, Li was reappointed Premier of China after receiving 2,964 votes in favour and just two against by the National People's Congress.

2017Li Keqiang became a member of the Communist Party of China in 1974. As the Vice Premier of the People's Republic of China he talked a lot about the importance of international development and international financial reform. In 2010, Li gave a speech to ministerial and provincial-level leaders about the importance of changing the economic structure of the country in order to be better poised for future growth. He also believes, that China should be moving towards a more middle class-oriented society. Li Keqiang criticised unnecessary government bureaucracy, particularly at the grassroots level.
When Li Keqiang became the Premier of the People's Republic of China, the country was facing numerous structural problems, such as the large abundance of non-performing loans and the increasingly large wealth gap. Li responded with what became known as "Likonomics," that consisted of a three-prong approach that included the across-the-board reduction of debt, an end to massive stimulus practices of the Wen Jiabao government and structural reforms. In 2014, global economic pressures and a decrease in demand of Chinese exports led to lower than expected economic growth rates. Li's government then responded with tax cuts for small businesses, renovation projects of poor urban areas and another round of rail construction, particularly focused on the country's interior.
In May 2015, Keqiang issued a strategic plan of the People's Republic of China, known as "Made in China 2025." The goals of this plan include increasing the Chinese-domestic content of core materials to 40 percent by 2020 and 70 percent by 2025. It also focuses on high-tech fields, including the pharmaceutical industry, automotive industry, aerospace industry, semiconductors, IT and robotics.
When the United States President, Donald Trump, officially imposed 25% tariffs on $34 billion worth of Chinese goods, Li Keqiang responded, that China will not initiate a trade war, but if the other side provokes a trade war, then China will definitely take corresponding countermeasures. Li also stressed, that there would be no winners in a trade war, but only detriments to others, and China would unswervingly deepen its reforms.
