He studied law in Freiburg and graduated in 1925 with a master's degree, then followed the language course in Munich.

Lepori was elected to the Federal Council of Switzerland on December 16, 1954 and handed over office on December 31, 1959. He was affiliated to the Christian Democratic People's Party of Switzerland (CVP).
During his time in office he held the Department of Posts and Railways.
In 1959 because of the serious illness he had to retire from the Federal Council. After the recovery, he taught the administrative law at the University of Freiburg (1960-66).
The short time in the Federal Council and the disease did not hinder his becoming an eminent statesman and scholar.
