Studied at High School, Georgetown, Prince Edward Island, and by private tutor. Was in business as a general merchant till 1873, when he retired. Provincial Legislature, 1853-1858 and 1863-1874.
A delegate to the Quebec Conference on Union of the Provinces, 1864. Provincial Postmaster-General, 1873, and Acting Post-Office Inspector till 1884.
Lieutenant-Governor of the Province, 1884-1889. Called to Dominion Senate, 1891. Senator for the Province of Prince Edward Island.
