1880 entered Medical Faculty, Khar’kov University but expelled for political activities. 1886 graduate Medical Faculty, Kazan’ University.
After graduation worked as intern, Khar’kov former local government authority Hospital. Was active in revol movement. 1889 arrested and exiled for three years to Akmolinsk.
1898 moved to Moscow and worked for journal Vestnik vospitaniya. From 1901 worked as school physician in Moscow. 1901 elected secretary, Commission of School Physicians in recognition of his knowledge of school hygiene and organisation talents.
From 1907 life chairman, Commission of School Physicians. Active member, Pirogov Commission for the Popularization of Hygiene. Compiled one of first Russian manuals on school hygiene, which was highly praised by F. F. Erisman and became a standard reference work for school hygienists.
Was a strong supporter of Erisman’s view that school hygiene should train children of all ages in hygienic practices both in school and at home. Won over Moscow school hygienists to concept of hygiene as a form of prophylaxis. October 1917-1927 head, Moscow Bureau of School Sanitation.
Contributed to pedag and medical journals. 1926 ed, manual on child welfare in schools. Cooperated with pedag in adapting curricula to hygienic requirements.
From 1931 until death worked at Erisman Institute. Wrote over 60 works.
Religious books are outdated, because laws by nature have to change with the advance of societies and technology.
Marxism–Leninism as the only truth could not, by its very nature, become outdated.
